Resize Image to 20 KB to 50 KB
For forms that set both a minimum and a maximum: a photo that is at least 20 KB and at most 50 KB.
Two limits, two different problems

Why aim for the top of the range?
Between 20 KB and 50 KB, a bigger file means more detail kept. The tool therefore aims just below 50 KB rather than anywhere in the range. If you’d rather have a smaller file, choose a lower maximum such as “20–40 KB”.
When the range can’t be met
Two cases can’t be solved honestly: a very plain picture (say, a mostly white page) that stays tiny even when enlarged, and a fixed pixel size that is too large to fit under 50 KB or too small to reach 20 KB. In both cases the tool explains what to change rather than producing a file that fails. For signatures, which are mostly white paper, use the signature page.

How do I make an image between 20 KB and 50 KB?
The requirement is already set to 20–50 KB. Choose your photo; the tool aims just below 50 KB and checks the file is at least 20 KB before offering it.
My photo is 12 KB. How do I get it above 20 KB?
Add it anyway. The tool saves it at a higher quality and, if that isn't enough, enlarges the pixel dimensions until the file is inside the range. It doesn't add filler data. Note that enlarging can't add detail that wasn't in the original.
Does 20 KB mean 20,000 or 20,480 bytes?
It depends on the form. The default setting treats the minimum as 20,480 bytes and the maximum as 50,000 bytes, the stricter reading of each, so the file passes either way.
Why would a form set a minimum size?
Forms don't usually explain it. Whatever the reason, a file below the minimum can be rejected, so if yours states one, set it here.
What if I also need exact pixels?
Choose 'Exact pixels…' under Pixel size. With the pixel size fixed only the quality can move, so if the range can't be met at that size, the tool says so.
